Google announces €13 billion investment in AI infrastructure in Helsinki, Finland

In what represents the search giant's single largest European capital commitment to date, Google has officially unveiled plans to invest at least €13 billion (approximately $15.1 billion) into Finnish digital and artificial intelligence infrastructure over 2027 and 2028. The mega-project aims to dramatically scale up high-performance compute capacity across Northern Europe to handle skyrocketing enterprise and consumer demand for generative AI models, including Gemini, and next-generation cloud computing workloads.

Expanding Beyond Hamina into Northern Hubs

Google’s relationship with Finland dates back fifteen years to its 2009 conversion of an abandoned paper mill in Hamina into one of the world's most energy-efficient data facilities, utilizing seawater cooling from the Gulf of Finland. Under the newly announced investment package, Google will not only expand the flagship Hamina facility, but will also develop three brand-new AI data center sites located in Kajaani, Muhos, and Vaala.

These northern Finnish locations offer strategic grid access, cold ambient temperatures that minimize mechanical chilling overhead, and abundant natural resources. Finnish Prime Minister Petteri Orpo hailed the move as a transformative endorsement of Finland's technological capability and reliable energy governance.

A Nuclear-Backed Energy and Grid Blueprint

As computational demands from frontier AI models outstrip regional electric capacities, hyperscalers are pivoting aggressively toward what industry insiders term "Bring Your Own Power" (BYOP) models. To ensure around-the-clock, carbon-free energy supply without compromising local grid stability, Google structured a multi-faceted clean energy deal alongside the facility buildouts:

Economic and Community Dividends

According to economic impact modeling released alongside the announcement, the construction phase alone is projected to support more than 37,000 jobs across Finland and generate approximately €3.6 billion annually toward national GDP. Once active, the sites will support thousands of high-skilled long-term positions in engineering, telecommunications, site operations, and facility management.

Additionally, Google committed €31 million toward local community and educational initiatives across Hamina, Kajaani, Muhos, and Vaala. Key programs include collaborative AI upskilling initiatives with regional polytechnics and vocational colleges to prepare over 4,400 Finnish workers and technical students for careers in cloud computing and AI infrastructure.
